Why it appears at a different time each day

The publishing instant is a computed sunrise, not a clock time. A Vedic day begins at sunrise, so a daily almanac that appeared at a fixed hour would be publishing a day that had not started. Sunrise over Ujjain moves through the year, and so does this column.
